摘要
借助史密斯政策执行模型,系统考量C9高校“十四五”规划的执行过程,发现存在政策本体的内在限制导致政策执行力度减小、执行主体的利益冲突使得规划执行更加独立、目标群体的参与不足致使规划执行基础薄弱、执行环境的不确定性造成规划执行实效性差等困境。为在新一期五年规划中加强高校战略规划的可行性,须明晰高校战略规划重点,合理配置规划执行工具;调解执行主体的利益冲突,加强职能部门协同联动;回归育人为本理念,提升目标群体参与度;组建交织的高校战略联盟,拓宽经费来源渠道。
With the help of Smith's policy implementation model,this paper systematically considers the implementation process of the 14th Five-Year Plan in C9 universities.It found that:the inherent limitations of the policy itself lead to the weakening of the policy implementation;the interests conflict of the implementation subject makes the plan implementation more independent;the lack of the target group's participation leads to the soft foundation of the plan implementation;and the uncertainty of the implementation environment leads to the poor effectiveness of the plan implementation.In order to strengthen the feasibility of universities'strategic plan in the new five-year plan,it is necessary to:clarify the key points of universities'strategic plan and rationally allocate the tools of plan implementation;mediate the interests conflict of the implementation subject and strengthen the coordination of multi-departments;return to the concept of educating people and enhance the participation of target group;establish interwoven universities'strategic alliance and broaden the source of funds.
