大学校院“授权-考核”式管理改革的探索

Research on the Management Reform of“Empowerment-Assessment”within Universities in China

21世纪以来,国内众多大学开展了名称各异的学院治理改革,意在通过向学院“授权”激发学院办学活力,以“强院”带动“兴校”。本文以H大学为例,考察其“授权-考核”式管理改革的动因、措施与经验,旨在为此领域改革提供参考。H大学开展“授权-考核”式管理改革的动因是探寻学校综合改革新路径、简政放权激发学院办学活力以及顺应学院作为学术组织的特性,主要的改革措施是学校简政放权,实施权力“三界定”;学院实体运行,享有“自主权”;学校宏观调控,实施“三考核”。H大学改革的主要经验是:强化顶层设计,确保改革顺利推进;倡导系统思维,循序渐进下放权责;遵循办学规律,顺应学院组织特性。此外,基于研究可知,对于校院“授权-考核”式管理改革,制度转变不畅、改革目标偏移的风险值得警惕与防范。

Many universities in China have reformed the school governance by empowering school to promote the schooling vitality to realize university prosperity with different names since the beginning of the 21st century.This paper describes the motivations,measures,experiences of H University's management reform of“empowerment-assessment”to provide reference.The reform motivations of H University are to explore a new path of comprehensive reform of the university,to stimulate the vitality of the school,and complying with the characteristics of the school as an academic organization.The main reform measures are the university's streamlining administration and delegating power to the schools by power redefinition,school's operating as an entity with enjoying autonomy,university's controlling with the assessments.The main reform experiences of H University are as the followed:strengthening the top-level design to ensure the smooth progress of the reform;advocating systematic thinking and gradually decentralizing the power and responsibility;following the rules of the school running and adapting to the organizational characteristics of the school.In addition,it is known that the risks of poor system transformation and deviation of reform goals are worthy of vigilance and prevention.
