Guyana has become a global hotspot for offshore oil and gas exploration and development and the Government of Guyana is conducting its first offshore block licensing tender.The paper discusses main tender requirements,financial and taxation terms,corporate social responsibility,environmental protection terms,and stability terms.It is suggested that Chinese oil companies focus on Guyana’s hotspot blocks,put more efforts to acquire Guyana’s offshore blocks through various ways,strengthen cooperation with international oil companies,and gradually shift from non-operators to operators.
