摘要
天然气具有灵活、安全、清洁、低碳等优势,在碳达峰碳中和过程中可发挥关键支撑作用。当前及今后一个时期内,中国天然气行业的发展仍面临进口规模大、气电经济性差、储气调峰能力不足、清洁低碳转型难度大等诸多挑战。建议处理好发展与安全的关系,继续加大对国内天然气勘探开发的支持力度,构建稳定、多元、有弹性、韧性强的进口天然气供应体系,完善多能协同共保机制;处理好短期与长期的关系,以减污降碳协同替代、支撑新能源规模发展、最终实现集中式利用深度降碳为路径,分阶段优化完善天然气利用政策体系;处理好政府与市场的关系,建立健全天然气应急调峰体系,完善促进灵活电源发展的市场机制;处理好发展与减排的关系,加强全生命周期的甲烷排放管控,推进油气生产清洁化、低碳化、智能化发展。
Natural gas has such advantages as flexibility,safety,clean,and low carbon emission,and can play a key supporting role in the process of carbon peaking and carbon neutrality.At present and in the future,China’s natural gas industry still faces such challenges as large import scale,poor economy of natural gas power generation,insufficient gas storage and peak shaving capacity,and difficult transition to clean and low-carbon.It is suggested to deal with the relationship between development and security,continue to increase support on domestic natural gas exploration and development,build a stable,diversified,flexible,and resilient imported natural gas supply system,and improve the multi-energy synergetic and co-insurance mechanism.It needs to handle the relationship between the short-term and long-term,and optimize&improve policy system of natural gas utilization in stages by taking the path of collaborative substitution of pollution reduction and carbon reduction,supporting the scale development of new energy,and finally realizing the deep carbon reduction of centralized utilization.It also needs to focus on the relationship between the government and the market,establish and facilitate the emergency peak shaving system for natural gas,and improve the market mechanism to promote the development of flexible power supply;and needs to seek a balance between development and emission reduction,strengthen life-cycle methane emission control,and promote clean,low-carbon,and intelligent development of oil and gas production.
