摘要
川南地区页岩气勘探开发建设的顺利开展离不开和谐的企地关系的保障和支撑。当前,川南页岩气在勘探开发过程中存在企业管理不规范,利益冲突导致企地博弈加剧等问题。提出川南页岩气企地关系发展将经历矛盾共处、命运共担和利益共享3个发展阶段,建议建立企业内部高效运转的管理机制、协调有力的长效沟通机制、中央与地方合理的利益分配机制、企地共荣共生的长效共赢机制。构建川南页岩气产区和谐企地关系要以"贯彻国家能源战略、保障国家能源安全"作为最终目标,以"协同推进、互利共赢"为基本原则,建议构建三级问题处置模式和促进生态文明建设、文化教育建设和社会经济建设"三促进"发展模式,支撑川南页岩气快速高效有序上产。
The well development on shale gas exploration and construction in southern Sichuan needs the guarantee and support of a harmonious enterprise-local relationship.Currently,there are problems such as non-standard enterprise management and intensifying game between enterprises and the local caused by interest conflicts in the process of shale gas exploration and development in southern Sichuan.The paper proposes that the shale gas enterprise-local relationship in southern Sichuan will go through such three stages of development as coexistence of contradictions,sharing of destiny,and sharing of interests.It is suggested to establish a management mechanism with efficient operation inside the enterprise,a long-term communication mechanism with strong coordination,a reasonable profit distribution mechanism and a long-term win-win mechanism between enterprises and local governments.Establishing a harmonious relationship between enterprises and the local needs to implement the national energy strategy to ensure the safety of national energy as the goal,promote mutually beneficial and win-win together as the basic principle,build the triple problem disposal mode and promote the construction of ecological civilization construction and cultural education and social economic development as the development model.In that case,all works would finally support a fast,efficient,and orderly production increase of shale gas in southern Sichuan.
