摘要
海外油气勘探活动与高科技公司开发新产品在不少方面具有可类比性。借鉴对美国新产品开发产生了重大影响的门径管理系统理论,把海外油气勘探项目的执行划分成机会初选、早期评估、评价选择、详细计划、操作执行、移交结题6个阶段,"门"是阶段之间的决策点。针对海外油气勘探项目构建一种实战状态的高效组织——以合同勘探期设置勘探项目,支持多次投资决策以降低投资风险;不同业务并行推进以加快项目的整体速度。为了保障这种组织整体和持续的工作质量,强调独立于项目组之外的专家或类似第三方的专业团队,持续对每个项目使用公司的通用标准进行质控质保。依托互联网和大数据,构建项目间可比对以及可追踪的质控质保监测体系,客观透明地展现海外油气勘探项目的资产状况,实时判断勘探投资是否符合公司战略,实现优化勘探投资组合的管控目的。
The situation faced by overseas exploration is comparable in many respects to developing new products by technology companies.Therefore,the paper learns from the stage-gate system,which has had a significant impact on the development of new products in the United States,and divides the execution of overseas oil and gas exploration projects into such six stages as opportunity primary selection,early evaluation,evaluation selection,detailed planning,operation execution,and handover conclusion,with the gate in which is a decision point between stages.To establish an effective organization for overseas oil and gas exploration projects in a practical state,it provides to set up exploration projects according to the contract exploration period,support multiple investment decisions to reduce investment risks,push the different projects in parallel to accelerate the overall speed.In order to ensure the overall and continuous work quality of this organization,it is emphasized that experts or similar third-party professional teams are independent,the project team should continually conduct quality control and assurance for each project according to the company’s common standards.On this basis,relying on the Internet and big data,it suggests building a monitoring system for projects comparison and tracking,objectively displaying the status of overseas exploration assets,determining in real time whether exploration investment is in line with company strategy,and achieving the goal of optimizing the exploration portfolio as the management control purpose.
