2020年中国油气管道建设新进展

New progress in China’s oil and gas pipeline construction in 2020

2020年,中国新建成油气管道里程约5081千米,油气管道总里程累计达到14.4万千米。油气消费增长态势趋缓,基础设施建设稳步推进;国家管网集团全面接管三大石油公司相关油气管网资产,全国主要油气管道实现并网运行;中俄东线天然气管道中段(长岭-永清)和青岛-南京天然气管道相继建成投产;初步建立油气托运商机制,基础设施公平开放水平不断提高;广东省管网率先融入国家管网,"全国一张网"建设进入新阶段。展望2021年,预计天然气需求将长期保持增长态势,国家规划要求加快建设天然气基础设施;国家碳排放达峰和碳中和战略目标对油气基础设施建设提出新要求;省管网融入"全国一张网"是大势所趋;大力打造油气管网平台经济;初步试点实施天然气能量计量计价。

In 2020,the total length of newly-built oil and gas pipelines in China was about 5,081 kilometers and the total mileage of oil and gas pipelines completed in China was about 144,000 kilometers.The growth of oil and gas consumption has slowed down and the infrastructure construction has progressed steadily.The PipeChina(China National Oil&Gas Pipeline Network Corporation)took over the relevant oil and gas pipeline assets of the three major oil companies and the main oil and gas pipelines across the country officially connected to the grid for operation.The middle section of the Russian-China Gas Pipeline Eastern Route(Changling to Yongqing)and the gas pipeline from Qingdao to Nanjing have completed and put into operation one after another.The oil and gas shipper mechanism has been initially established and the level of fairly openness of infrastructure has been continuously improved.The pipeline network in Guangdong province took the lead in integrating into the national pipe network and the construction of"one network across the country"has entered a new stage.It is estimated that the demand for natural gas is expected to maintain a growth trend for a long time,the national plan will call for accelerating the construction of natural gas infrastructure,the national strategy of peaking carbon emissions and carbon neutral will put forward new requirements for oil and gas infrastructure construction,the integration of the provincial management network into the"one network across the country"will be the general trend.It is necessary to build the oil and gas pipeline network platform economy,and carry out the natural gas energy metering and pricing in a preliminary pilot.
