天然气在清洁能源体系中的关键支撑作用及发展建议

天然气是我国着力培育的现代清洁能源体系的主体能源之一,关系美丽中国建设、人类命运共同体构建和人民美好生活需要。受新冠疫情及国际油价暴跌的影响,2020年上半年国际天然气价格深度下跌,为我国天然气产业加快发展提供了难得机遇。预计"十四五"我国液化天然气综合进口成本将比"十三五"低20%以上。建议抓住低气价机遇,瞄准天然气产业发展中资源供应保障能力不足、用气成本过高、气电发展支持不力等问题,坚持既定的天然气发展目标,在提高资源保障程度、降低全产业链成本、推进天然气与新能源融合发展等方面,加大工作力度,强化政策支持,促进天然气在构建清洁能源体系和实现碳中和目标中更好发挥关键支撑作用。

Natural gas is one of the main energy sources in the modern clean energy system that China is striving to cultivate,which closely relates to building a beautiful China,a community with a shared future for mankind,and the needs of the people for a better life.Under the influence of the COVID-19 and the collapse of the international oil price,the international natural gas price dropped deeply in the first half of 2020,which provided a rare opportunity for China’s natural gas industry to accelerate its development.It is estimated that the comprehensive import cost of LNG in the 14th Five-Year Plan will be 20%lower than that in the 13th Five-Year Plan.It is suggested that we should seize the opportunity of low gas prices,aim at problems of insufficient resource supply and guarantee capacity,high gas cost,and insufficient support for gas-fired power generation development in the natural gas industry,adhere to the established natural gas development goals,intensify the efforts and strengthen policy support in improving the level of resource protection,reducing the cost of the entire industrial chain,and promoting the integrated development of natural gas and new energy to promote natural gas to play a key supporting role in building a clean energy system and achieving the goal of carbon neutral.
