县域警务视野下的公安执法规范化研究

On Standardization of Police’s Law-enforcement from the Perspective of County Policing

县域警务是湖南省公安机关基于防范和化解重大社会风险而在县(区)地域范围内实施的一项综合性警务改革。执法规范化是公安机关履行治安行政法律责任与执法为民政治责任的公安警务管理改革的双重实践。公安执法规范化建设与县域警务目标具有共同的价值取向,两者相互交织,相辅相成。执法规范化是县域警务改革的重要内容,是避免执法冲突,化解执法风险和维护社会稳定的内在要求。公安执法规范化建设应在警察法治的理念引导下,通过完善公安法规,提高队伍素质,细化执法流程,强化执法监督以及技术创新,不断提高公安机关执法规范化的能力和水平,实现社会正义与和谐稳定。

County policing is a comprehensive policing reform implemented within a county(district)by public security organs of Hunan Province based on preventing and resolving major social risks.The standardization of law-enforcement is a dual practice of the public security administration reform in which the public security organs fulfill the legal responsibility of public security administration and the political responsibility of enforcing law for the people.The construction of the standardization of police’s law-enforcement and the policing reform goals at the county(district)level have the same value orientation,and they are interwoven and complementary each other.The standardization of law-enforcement is an important part of policing reform at the county level,and an inherent requirement for avoiding law-enforcement conflicts,defusing law-enforcement risks,and maintaining social stability.The construction of the standardization of police’s law-enforcement should be guided by the concept of the police’s rule of law.For achieving the social justice,harmony and stability,the standardization ability and level of public security organs’law-enforcement should be continuously improved through perfecting police laws and regulations,improving the quality of police officers,refining the law-enforcement process,strengthening law-enforcement supervision and technical innovation.
