大数据背景下非接触性诈骗犯罪的侦查思考

在网络全球化、经济全球化的时代背景下,非接触性诈骗犯罪日益猖獗。大数据在侦办非接触性诈骗犯罪活动中具有预测性、全局性、主动性等特点,不仅能贴合新型犯罪手段节约办案成本,还能实时监测犯罪,预测犯罪趋势,实现监控预警侦查,对打击非接触性诈骗犯罪具有重要意义。通过对大数据技术在侦办"北银创投"等诈骗犯罪案件过程中存在的大数据侦查机制不完善、各警种部门存在行政壁垒、数据共享受限等问题进行剖析,提出建立大数据侦查运行机制,打通数据共享渠道,加强大数据侦查人才培养等对策,以期充分发挥大数据在非接触性诈骗犯罪侦查中的作用,保障人民群众的财产安全,促进社会主义法制社会的和谐稳定。

Against the background of network globalization and economic globalization,the contactless fraud crime is becoming more and more rampant.The big data,which is featured by its predictability,globality and initiative in the investigation of contactless fraud crime,can not only save the cost of handling crimes committed by means of new criminal methods,but also can monitor crime in real time,predict the trend of crime and realize investigation of monitored early warning,thus having great significance in combating the contactless fraud crime.Through analyzing some of the problems related to big data technology in the investigation of"BEIYINCHUANGTOU"online loan fraud and other fraud cases,such as the imperfect big-data investigation mechanism,and the limited data sharing caused by administrative barriers in various police departments,we put forward the countermeasures to establish the operation mechanism of big data investigation,open up the data sharing channel,strengthen the training of talents in big data investigation,etc.,hoping to give full play to the role of big data in the investigation of contactless fraud crime,ensure the safety of the people’s property and promote the harmony and stability of the socialist society ruled by law.
