Suggestions for Reform and Construction of the Global Governance System

目前,全球形势发生了重大变化,百年未有之大变局有了重大发展,全球治理体系变革出现了许多新的因素和动向,中国参与全球治理体系改革和建设因而面临新的内外政治形势特点,客观上要求国内学界不断强化相关研究。在此背景下,本刊邀请俞正樑、秦亚青、郝叶力等九位国内知名学者就此问题进行了深入系统的讨论。他们认为,该议题的核心意涵涉及人类命运共同体构建以及对中国全球治理观进行全面的创新性研究等重大问题,但现有国内外研究成果偏重西方传统的价值观念和西方国家利益,其思维模式和实践路径均无法适应新出现的大变局。鉴于此,国内学者在从事相关研究时必须打开新视角,必须体现出东方智慧:一方面在"变""改""建"过程中努力处理好"四大关系",即新与旧、中与西、宏观与具体以及学术与政策之间的关系,为构建全球治理新格局提供智力支撑;另一方面还应当尽可能从学术的角度来表述中国的全球治理观,借用法学、政治学等学科的基本概念对政策概念进行话语转换,以获取更多国家和人民的认可和支持。

At present,the global situation is undergoing a great change,with significant developments unseen in a century.Many new factors have emerged in the reform of the global governance system.As a result,China’s participation in the reform and construction of the global governance system is faced with many new internal and external political characteristics,requiring the domestic academic circle to continuously strengthen its relevant research.In this context,this magazine invites nine well-known domestic scholars,including Yu Zhengliang,Qin Yaqing et al.,to carry out in-depth and systematic discussions on this issue.They argue that the core implications of the issue involve the building of a community of shared future for humanity as well as comprehensive innovative research for China’s view on global governance and other major problems,but the existing research results at home and abroad are mainly based on traditional western values and interests of western countries.So their thinking mode and practice approaches are unable to adapt to the new changes.In view of this,domestic scholars,when engaged in related research,must open up new perspectives and draw on Oriental wisdoms:on the one hand,they should strive to handle well the four relations—namely,the relationships between new and old,Chinese and Western,macro and micro,academia and policy—in the process of change,reform and construction,providing intellectual support for building a new pattern of global governance;on the other hand,China’s views on global governance and policy concepts should be expressed as academically as possible by using the basic concepts of law,political science and other disciplines in order to obtain recognition and support from more countries and peoples.
