农业保险促进保护性耕作了吗?——以三大粮食主产区为例 被引量:3

Impact of crop insurance on adoption of protective tillage technology by farmers

摘要 农业保险不仅可以保障农户收入,还能促进农业绿色低碳发展。文中基于黑龙江、湖南、河南3个省9个市1173户农户调查数据,实证检验农业保险对保护性耕作技术采纳行为的促进效果及其作用机理,进一步探究,在不同收入结构和风险态度下,农业保险对保护性耕作技术采纳行为所产生的不同影响。结果表明:1)购买农业保险显著促进农户采纳保护性耕作技术,尤其更倾向于采纳保护性耕作技术组合。2)种植规模在农业保险影响农户保护性耕作技术中发挥中介作用。3)农业保险对农户采纳保护性耕作技术的激励效应受到收入结构和风险态度的影响。建议进一步完善土地流转制度和农地流转市场体系,拓宽农业保险的保障范围,丰富保险条款,制定差异性保险保障水平,分散农户技术采纳风险,促进农户采纳保护性耕作技术,助推农业绿色低碳发展。 Crop insurance plays the roles that not only protects farmers’income but also promots green and low-carbon development in agriculture.Based on the survey data of 1173 households in 9 cities of Heilongjiang,Hunan and Henan provinces,we empirically test the effect of agricultural insurance on the promotion of conservation tillage technology adoption behavior and its mechanism of action,and further verify the heterogeneous effects of agricultural insurance on the adoption of conservation farming technologies by farmers with different income structures and risk attitudes.The results show that crop insurance significantly promotes farmers to adopt protective tillages,especially adopt a combination of protective tillage techniques.Furthermore,planting scale plays a mediating role in the crop insurance promoting the protective tillage adoption behavior of farmers.Besides,the motivating effect of crop insurance on the adoption behavior of protective tillage techniques among farmers varies when it comes to different income structures and risk attitudes.It is suggested to further improve the land transfer system and agricultural land transfer market system,broaden the coverage of agricultural insurance,enrich the insurance terms,develop differential insurance coverage levels,disperse the risk of farmers’technology adoption,promote farmers’conservation tillage technology adoption behavior,and to promote green and low-carbon agricultural development.
