社区参与环境社会治理的机制和实现路径研究——基于“无废社区”建设的多案例视角

Research on the mechanism and realization pathways for community to participate in environmental social governance:Examples of"waste-free community"construction

开展“无废城市”、“无废社区”建设试点是我国当前环境社会治理的重要任务,坚持多方共治是实现社区参与环境社会治理的重要路径。以“无废社区”的建设实践为例,深入研究社区参与环境社会治理的内容、主体与运行机制,并对开展“无废”实践的三个典型社区进行详细的案例剖析。对比分析表明:“无废城市”建设试点促进“无废社区”的发展演进,利益相关者协同优化环境社会治理,多种垃圾分类回收举措共促环境社会治理,环保金制度激励居民参与环境社会治理;并据此为“无废社区”的发展和社区参与环境社会治理提出优化路径。

The pilot construction of"waste-free cities"and"waste-free communities"is an important task in China’s current environmental social governance,and insisting on multiparty governance is an important path to realize community participating in environmental social governance.Taking the construction practice of"waste-free communities"as an example,the content,main body and operation mechanism of community participating in environmental social governance are studied in depth,and three typical communities with"waste-free"practices are analyzed in detail.The comparative analysis shows that the pilot project of"waste-free city"construction promotes the development and evolution of"waste-free communities",stakeholders collaborate to optimize environmental social governance,various waste separation and recycling initiatives promote environmental social governance,and the environmental protection allowances motivates residents to participate in environmental social governance.Based on this,some optimization paths are proposed for the development of"waste-free community"and community participation in environmental and social governance.
