农地确权对农地产出与农民收入的影响——以新疆七地州为例

The impact of farmland titling on farmland output and farmers’ income: Evidence from seven districts of Xinjiang

农地确权是推动农地规模经营、强化地权经济激励、促进农村劳动力非农就业、保障农民权益、改善农村经济的重要政策手段。文中试图从理论和实证层面探讨农地确权对农地产出和农户收入的影响机理,并基于新疆七地州的10个县(市)40个村723份微观农户调查数据构建实证模型检验。结果表明:农地确权对农地产出和农民收入均具有显著的促进作用。进一步的机制分析发现:1)农地确权通过强化地权经济激励,提升农业产出与农户农业生产经营性收入。2)农地确权通过促进农地流转,提高农户非农就业的工资性收入,最终影响农户家庭总收入的增加。基于此提出应持续切实巩固拓展农地确权的政策动态效果,扶持新型农业经营主体规模化经营以提升农业生产绩效,持续关注农村劳动力非农转移趋势以稳定农民收入等政策建议。

Farmland titling is an important policy means to promote the scale operation of agricultural land,strengthen the incentive of land ownership economy,promote the non-agricultural employment of rural labor,protect the rights and interests of farmers,and improve the rural economy.Attempting to explore the mechanism of land titling on farmland output and farmers’farm households’income at the theoretical and empirical levels,we constructed an empirical model to test it based on 723 household survey data from 40 villages in 10 counties of seven districts in Xinjiang.The results show that the land titling played a significant role in promoting agricultural production performance and farmers’income.Further analysis shows that land titling enhanced agricultural production performance and farmers’agricultural production operating income by strengthening economic incentives.On the other hand,through promoting the transfer of agricultural land,land titling improved the wage income of farmers’non-agricultural employment,and ultimately affected the increase of the total income of farmers’families.Therefore,it should continue to effectively consolidate and expand the dynamic effect of land titling,support the large-scale operation of new agricultural business entities to improve agricultural production performance,and continue to pay attention to the trend of non-agricultural transfer of rural labor to stabilize farmers’income.
