农户政策认知—行为响应路径及影响因素研究——以宅基地“三权分置”为例

Farmers’ policy cognition-behavior response path and the influencing factors

从主观认知视角出发,构建农户对宅基地“三权分置”政策的认知与决策行为的形成机制,运用结构方程模型检验农户政策认知-行为决策逻辑路径并分析其影响因素,提出行之有效的政策建议。结果表明:1)农户政策认知-行为响应路径的整体表现为“初步认知→主观态度→参与意愿→行为决策”,且变量间存在正向影响,主观认识上依次反映信息加工的政策认识过程。2)初步认知、主观态度与参与意愿对行为决策的标准化路径系数不高,以认知-行为四象限解释可能存在认知与行为悖离的表现。3)囿于人的认知与行为的复杂性,一方面,客观因素中家庭特征、文化观念、代际差异以及社会经济不可避免的成为影响土地政策认知的主要方面;另一方面,主观上政治信任、利益偏好、乡土情怀以及从众行为或多或少对农户政策认知与行为发生潜移默化的作用,一定程度上切实影响政策执行与落实。

From the perspective of subjective cognition,we construct the formation mechanism of farmers’cognition and decision-making behavior of the policy of"separation of powers"on homesteads,use structural equation model to test the logical path of farmers’policy cognition-behavior decision-making,and analyze its influencing factors,and puts forward effective policy suggestions.The results show that:1)The overall performance of farmers’policy cognition-behavior response path is’preliminary cognition→subjective attitude→willingness to participate→behavior decision-making’,and there is a positive effect between variables.Subjective cognition reflects the information processing in the policy cognition process in turn.2)The standardized path coefficient of preliminary cognition,subjective attitude and willingness to participate in behavior decision-making is not high,and the cognitive-behavior four quadrant explanation may exist deviation between cognitive and behavioral.3)Constrained by the complexity of people’s cognition and behavior,on the one hand,family characteristics,cultural concepts,intergenerational differences and social economy in objective factors inevitably become the main aspects affecting the cognition of land policy.On the other hand,from the subjective factors such as political trust,interest preference,local feelings and herd behavior,more or less exert a subtle influence on farmers’policy cognition and behavior,which to some extent effectively affects the implementation and implementation of policies.
