农户参与度视角下的农村垃圾治理绩效研究

Research on the performance of rural household garbage management from the perspective of farmer’participation

基于湖南省809户农户调研数据,考察了农户生活垃圾分类的参与度,运用二元Logistic模型分析了农户垃圾分类高参与意愿与低参与行为同时并存的原因。研究发现,参与意愿主要受农户个体特征的影响,参与行为则受农户个体特征和农村垃圾治理政策的影响。基础设施、公共服务、制度建设等农村垃圾治理措施对农户垃圾处理习惯改变的驱动力不足导致了垃圾分类行为比例低。农村垃圾治理措施不到位的主要原因,一是投入不足,二是考核不力,三是氛围不浓。据此,政府对农村垃圾治理的支持政策应由重点倾斜向普惠支持转变;完善考核机制激励村委在环保宣传、制度落实、氛围营造等方面发挥更积极的作用。

Based on the survey data of 809 farmers in Hunan Province,the participation degree of household garbage classification was investigated.The binary logistic model was used to analyze the reasons for the high participation of farmers in the classification of garbage and the low participation behavior.The study found that the willingness to participate was mainly influenced by the individual characteristics of the farmers,and the participation behavior was influenced by the individual characteristics of the farmers and the rural garbage control policies.Insufficient driving force of rural waste management measures such as infrastructure,public service and system construction to change farmers’garbage disposal habits led to a low proportion of garbage classification behavior.The main reasons for the inadequate measures of garbage management in rural areas are inadequate investment,inadequate assessment and weak atmosphere.Accordingly,the government’s support policy for rural garbage management should be changed from focus tilt to inclusive support,and the assessment mechanism should be improved to encourage village committees to play a more active role in environmental protection propaganda,system implementation and atmosphere creation.
