北京城市绿地价值评价研究——基于市民不确定性支付意愿的分析

Evaluation of urban green spaces value in Beijing——Based on the respondent uncertainty of citizens

文中在改进的条件价值评价法(CVM)框架下,采用2017年北京市五环路范围内25个典型绿地内样本数为1052的市民调研问卷数据,对市民的确定性与不确定性支付意愿进行了计算,并对北京城市绿地的价值进行了估计。研究结果表明:(1)年龄、学历、家庭人均收入、每年在京居住月份以及前往绿地次数会对市民的支付意愿产生显著的正向影响,而市民的家庭规模以及距绿地的距离则会对其支付意愿产生显著的负向影响;(2)市民年平均城市绿地支付意愿约为11.14~23.49元,北京城市绿地年平均价值约为1.32~3.10亿元,市民对城市绿地价值存在认知不足和低估的问题;(3)不确定性因素会对市民的城市绿地支付意愿产生一定的影响,在利用条件价值评价法对市民的城市绿地支付意愿进行计算时,很有必要将不确定性因素纳入考虑范围。

Under the framework of improved contingent valuation method(CVM),1052 citizens in 25 typical urban green spaces within the area of 5 th Ring Road in Beijing were surveyed in 2017;the certainty and uncertainty of citizens’willingness to pay for urban forestry were calculated,and the value of urban green spaces in Beijing was evaluated as well.The results show that:(1)age,educational background,family income per capita,number of times visiting urban green spaces per month and residence time in Beijing have a significant positive impact on citizens’willingness to pay,while family size and distance from urban green spaces have a negative impact on their willingness to pay.(2)Citizens’annual willingness to pay for urban forestry is approximately 11.14~23.49 Yuan,and the average annual value of urban green spaces is about 0.13~0.31 billion Yuan;the value of urban green spaces presents certain problems like the lacking of understanding and underestimating.(3)The respondent uncertainty in contingent valuation have a certain impact on citizens’willingness to pay,it is thus necessary to take it into consideration while carrying the contingent evaluations.
