农户对农膜回收利用价值的认知与影响因素分析——来自新疆1067户棉农的经验证据

Analysis of farmers’ cognition on the value of agricultural membrane recycling and influencing factors

农膜的快速普及显著推进了我国农业的发展,与此同时,由于农膜难以降解以及回收机制不健全等原因,农膜残留问题日趋严重。根据已有研究,棉农对农膜回收利用的价值认知是影响他们实施农膜回收行为的重要因素。鉴于此,文中基于新疆1067户棉农的经验数据,采用非限制广义定序Logit模型,探析棉农对农膜回收利用的价值认知及其影响因素。研究结果表明:(1)大多数棉农认为农膜回收利用具有生态价值、社会价值和经济价值,其分布比例分别为81.60%、73.6%、55.5%。(2)总体上健康状况良好,受正规教育程度较高,被评为科技示范户且对农膜回收政策较为关注的棉农,对农膜回收利用的价值具有更高的认知能力。据此提出,政府部门在制度安排上应向促进农膜回收的相关政策倾斜;加大对旱作农业技术的推广以及提高棉农的受正规教育程度;充分发挥棉花生产合作社的中介作用,形成棉农、涉农膜企业、政府各方的共同学习型组织,有效提升棉农对农膜回收利用的政策知晓度、价值认同感和集体荣誉感。

The rapid popularization of agricultural film has significantly promoted the development of agriculture in China.At the same time,due to the difficulty in degradation of agricultural film and the unsound recovery mechanism,the problem of agricultural film residue has become increasingly serious.According to existing research,cotton farmers’awareness of the value of agricultural film recycling is an important factor affecting their implementation of agricultural film recycling.In view of this,based on the empirical data of 1067 cotton farmers in Xinjiang,the non-restricted generalized Logit model was used to explore the value perception and influencing factors of cotton farmers’recycling of agricultural film.The results show that:(1)Most cotton farmers believe that the recycling of agricultural film has ecological value,social value and economic value,and their distribution ratios are 81.60%,73.6%,and 55.5%,respectively.(2)In general,the health status is good,and the degree of formal education is relatively high.The cotton farmers who are rated as science and technology demonstration households and pay more attention to the agricultural film recycling policy have higher cognitive ability for the value of agricultural film recycling.According to this,the government departments should be inclined to promote the relevant policies of agricultural film recycling in terms of institutional arrangements;increase the promotion of dry farming techniques and improve the formal education of cotton farmers;give full play to the intermediary role of cotton production cooperatives to form a cooperative learning organization composed of cotton farmers,agricultural film enterprises and the government,and to effectively improve the policy awareness,value recognition and collective sense of honor of cotton farmers on the recycling of agricultural film.
