Construction of Detailed Planning Compilation System in Changchun City in the New Period

在国土空间规划“五级三类”体系下,详细规划是落实总体规划战略目标、底线管控、功能布局、空间结构、资源利用等总体要求的重要抓手和核发城乡建设许可的法定依据。系统梳理我国从控制性详细规划到详细规划发展过程的演变,结合“新常态、新理念、新国土空间规划、新详细规划”这“四新”时代背景,以长春市为例,根据详细规划编制的目标,重点聚焦现状调研、规划评估、规划编制、规划实施、规划维护等全系统、全流程编制内容,提出详细规划编制的6点革新建议,包括规划编制与管理紧密衔接、单元划定与行政界限协同统一、公共服务设施分级落实、成果内容差异化编制、土地数据融合与应用、城市设计的法定实践。

Under the"five levels and three categories"system of territorial spatial planning,detailed planning is an important starting point for implementing the overall requirements of the overall plan,such as strategic objectives,bottom line control,functional layout,spatial structure,and resource utilization,and the legal basis for issuing urban and rural construction permits.The evolution of China's development process from controlled detailed planning to detailed planning is systematically reviewed,and combining the background of the four new times of"new normal,new concept,new territorial spatial planning,and new detailed planning",taking Changchun city as an example,according to the goals of the detailed planning,focusing on the status quo investigation,planning evaluation,planning compilation,planning implementation,planning maintenance and other wholesystem,whole-process compilation content,six innovative suggestions for detailed planning compilation are put forward,including planning compilation and management close connection,unit demarcation and administrative boundaries coordination and unification,public service facilities hierarchical implementation,differentiated compilation of results content,land data integration and application,urban design statutory practice.
