自然保护地周边社区治理模式思考及实践——以崇左市渠楠屯为例

The Model and Practice of Community Governance Around Natural Reserves:Qunan Village,Chongzuo

2019年,中共中央办公厅、国务院办公厅印发了《关于建立以国家公园为主体的自然保护地体系的指导意见》,将自然保护地治理方式分为有政府管理、公益治理、社区治理和共同治理四类,但未涉及自然保护地周边社区治理内容。自然保护地周边社区内的生物物种与自然保护地内的生物物种高度重合,对自然保护地周边社区进行治理,不仅是该区域自身发展的要求,还会给生物物种的保护带来积极作用,因此应采取科学合理的治理模式。文章通过对现有治理模式的比较分析,提出适合自然保护地周边社区的治理模式,即由非政府组织主导、多方参与的创新治理模式,并以崇左市渠楠屯为案例地区进行实证分析,论证该治理模式的合理性,以期为自然保护地周边社区治理提供有益借鉴。

Natural reserve governance can be divided by its subjects into government,public organization,community,and collaborative governance according to central government regulations issued in 2019.The governance of communities around natural reserves needs to be studied for a rational model to protect ecological species and promote its own development.With a comparison of current governance models,the paper proposes a NGO-led and multi-stakeholder model for communities around natural reserves.The model is practiced in the planning of Qunan village,Chongzuo and proved reasonable,and it provides a reference for community governance around natural reserves.
