“村民获益”视角下乡村规划治理机制及路径

Rural Planning Governance Mechanism and Path Viewed from“Benefiting the Farmers”

针对我国乡村物质改造和治理失衡现象,文章从基层治理能力弱化、治理赋能培育不足、规划视角“重物轻人”三方面梳理、总结乡村治理问题的根源,从“村民获益”的规划视角出发,根据获益增长的相对速率差别,通过矩阵叠加分析提出“获益协调”“先获后益”“先益后获”3种“村民获益”增长路径,根据不同主体的资源统筹支配能力和投资规模,建立了3种规划治理机制,并基于崇左市保安村、卜花村和渠楠屯3个实践案例,阐述了其规划治理机制和增长路径。文章认为,尽管“村民获益”增长路径受多重因素影响并存在不确定性,但对“村民获益”增长路径和治理机制进行合理部署,能够规避乡村振兴中存在的误区,降低试错成本,并最终实现村庄和村民的全面发展。

The paper concludes the causes of physical renovation and imbalanced governance problems in the countryside:basic governance weakening,immature empowerment in governance,and weighing property over people in planning.From the viewpoint of“benefiting the farmers”,the paper proposes three paths that benefit the farmers through matrix overlay analysis.Based on stakeholders’control capability and investment scale,three planning governance mechanisms are constructed,and three practices of Baoan village,Buhua village,and Qunan village in Chongzuo city are used as examples to illustrate their planning governance mechanisms and benefit growth paths.The paper believes that despite uncertainties,the rational deployment of the growth path and governance mechanism of“benefiting the farmers”can avoid mistakes in rural revitalization and eventually achieve all-round development of villages and farmers.
