生态文明体制下的国土空间规划技术逻辑思考

A Reflection on the Technical Logic of National Territory Spatial Planning in the Context of Ecological Civilization

当前,全国各个层次的国土空间规划编制工作如火如荼地开展,但作为一种全新的规划类型,国土空间规划编制实践中仍存在诸多困惑,如如何均衡人与自然资源的关系、如何在空间约束趋紧的背景下实现发展诉求及如何实现生态文明建设理念的空间物化等。文章从生态文明建设的背景出发,从规划对象、价值理念、规划任务、规划作用、技术手段和传导机制6个方面分析了国土空间规划技术体系面临的变革,针对传统空间规划技术逻辑的不适应性,探索新时期国土空间规划技术逻辑重构的思路,提出"自然导向""地理推演""四维一体""区域引领要素""过程管制""纵横协调"六大逻辑,试图解答国土空间规划编制实践中的一些困惑。

Different levels of national territory spatial plans are being carried out nationwide at the moment.Since it is a brand new type of planning,there are still problems include the balance between human and nature,realization of development needs under the spatial restriction,implementation of ecological civilization concepts etc.Starting from the backdrop of ecological civilization,the paper analyzes the reform needs of national territory spatial planning from 6 aspects:planning objects,value and concept,planning mission,planning role,technical approach,and transmission mechanism in consideration with the inadaptability of traditional spatial planning logic.It explores the technical logic of national territory spatial planning in natural orientation,geographical deduction,four dimensions integration,regional guidance factors,procedural management,horizontal and vertical coordination.
