武汉控规升级版城市设计方法探究——以中法武汉生态示范城启动区为例

Research on Urban Design Method of Upgraded Version of Regulatory Plan: The Sino-French Ecological Demonstration City Case

控规由于对土地指标控制具有法定性及特殊性,在我国城市建设管理中发挥着极其重要的作用。随着城市的快速发展,多元化的需求不断涌出,现行规划的管控体系已难以满足社会发展的需要,为进一步提升城市精细化管理水平,控规升级势在必行。文章基于《武汉市中心城区控规升级版城市设计编制技术规程》中确定的管控要素,结合中法武汉生态示范城启动区案例,梳理控规升级版城市设计的技术流程和成果内容,旨在建立更完善的规划管控要素体系及立体管控模式,为实现城市的精细化管理与高品质建设提供参考。

Regulatory plan plays an important role in the management of urban construction due to its legality and particularity of land index control.With the rapid development of cities and diversified needs,the control system can’t adapt with the social development,need to upgrade the regulatory plan.Based on the control elements determined in the"Technical Regulations for Compilation of Urban Design for the Upgraded Urban Planning of Wuhan Central District",combined with the case of the Sino-French Wuhan Ecological Demonstration City Startup Area,the paper clears the technical process and results of urban design,establish a more complete system of planning control elements and control model.
