精细化治理视角下的城市街道空间规划体系研究——以长春市人民大街为例

Street Space Planning from the Perspective of Fine Governance:The People’s Street,Changchun

城市精细化治理是新时代城市发展阶段的必然选择,是提升城市治理水平的重要方式,是未来我国城市治理和发展的主要策略。街道空间是城市公共空间的重要组成部分,也是城市治理和管控的重要内容,改善街道空间品质是城市公共空间规划的一项重要议题,也是当前城市存量发展背景下提升城市空间品质的关键。从规划编制层面推动规划成果落地实施是城市街道空间精细化治理的重要环节。文章基于精细化治理视角,从规划编制、建设路径和管理机制三个角度构建城市街道空间规划体系,以长春市人民大街街道空间品质提升规划实践项目为例,探索面向精细化治理的街道空间规划、建设与管理方法。

Fine governance is a inevitable choice of urban development in the new era,and it is also an important approach of improving urban governance.Street space is an important component of urban space,and improving its quality and governance is an important issue in urban public space planning.From the perspective of fine governance,the paper establishes street space planning system from planning compilation,construction path,and management mechanism,and practices the approach in the case of the People’s street of Changchun.
