国土空间规划下的长春市自然资源管护研究

A Study on Natural Resource Governance Based on National Land Use and Spatial Plan, Changchun

如何管护山、水、林、田、湖、草等各类自然资源是国土空间规划编制过程中面临的重要课题,同时加强自然资源管护也是践行生态文明理念、优化国土空间格局及实现全域管控的重要内容。文章结合长春市正在开展的国土空间规划编制工作,按照新时期自然资源管理"三大转变"和"四统一"的要求提出了长春市自然资源管护的基本思路,即在前端强调差异协调,实现自然资源管理"一本账";在中端强调格局构建和统一管控,实现自然资源保护"一盘棋"和管控"一张图";在后端强调系统修复,实现自然资源实施"一个库",通过全环节的整体谋划实现自然资源的统一管护目标。

Preservation and governance of mountain,water,forest,farmland,lake,and grassland is an important issue in the compilation of national land use and spatial plan,as well as an important part of ecological civilization,land use pattern improvement,and comprehensive governance.With national land use and spatial plan of Changchun city as an example,the paper puts forwards the basic concept of natural resource preservation under the requirement of"three transitions"and"four unification":"one ledger book"of natural resource list,"one general strategy and one drawing"for natural resource pattern and governance,"one library"of natural resource recovery.
