长春市国土空间规划用途管制思考

Land Use and Space Use Governance in Changchun

统一所有国土空间用途管制是国务院机构改革后自然资源主管部门的核心职责,研究确定分区、分类用途管制内容体系是国土空间规划编制的重要工作。文章在综合分析国土空间规划用途管制新要求的基础上,以长春市为例,系统总结原城市总体规划和土地利用总体规划用途管制内容的特点与不足,回顾空间规划试点的经验做法,提出新时期长春市国土空间规划用途管制内容体系,即适应新形势新要求,在用途管制体系上与事权匹配、实现层级传导,在用途管制内容上统筹发展与保护、实现全域覆盖,在用途管制规则上刚弹结合、差别有效,实现管控落地,从而适应新的行政体制机制需要、满足生态文明建设和空间治理现代化的要求。

Integration of national land use and space is the mission of natural resource department,and land use and space governance is the mission of correspondent plans.Based on an analysis of the new requirement on national land use and space governance,the paper takes Changchun city as an example,concludes the characters and weakness of previous urban master plan and land use master plan,proposes land use and space governance system with experience from other pilot cities:the governance system shall match the rights of power with hierarchical transmission;the governance content shall integrate preservation and development with whole area coverage;the governance regulation shall be both rigid and flexible for the implementation under new administrative system,ecological civilization construction,and modern spatial governance.
