我国控规公示特征、影响因素与优化建议——基于全国288个城市政务公开数据

Characters of Regulatory Plan Openness and Its Influencing Factors: Based on Data from 288 Cities

当前我国空间治理正逐渐走向制度化、规范化,规划公开公示是衔接规划建设与实施管理的关键环节。控规属于中微观尺度的法定规划,在编制、实施、修编的过程中涉及老百姓的切身利益,更能体现规划的法制性、规范性。因此,控规的公开公示尤为重要。文章利用全国288个城市的政务公开数据,从控规的结构性内容公示、控制性内容公示两个维度,从片区及具体地块两个尺度构建透明化指数模型,结合空间分布分析全国控规公开公示特征,总结我国控规公示的模式及背后影响因素,并对控规公示制度的优化进行探讨,以期为我国控规公示制度的建设作出有益探索。

Spatial plan in China is getting institutional and regulated,and opening plans to the public is crucial to the connection between planning and implementation.Regulatory plan concerns the benefits of common people and its publicity is extraordinarily important.With governmental affairs open data of 288 cities,the paper establishes a transparency model that concerns the structure and content of of regulatory plans at district and block levels.It concludes the characters,model,and influencing factors of regulatory planning publicity,and discusses the improvement of regulatory plan publicity.
