以议程设置为主导完成中国社会智库角色任务转变及方法路径——社会智库公共外交中实践及思考建议

Taking Agenda-Setting as the Lead to Complete the Role and Task Transformation of Chinese Social Think Tanks and its Approach——The Practice of Public Diplomacy by Social Think Tanks,and Some Reflections and Recommendations

不同类型智库各有其研究侧重点,在中国发展进入新阶段以及中国外部环境发生巨大变化的背景下,社会智库开展公共外交必须适应形势和任务变化,调整自己的角色定位:一是在全球层面聚焦人类发展与安全。二是在中国与世界层面聚焦中国参与的全球治理。三是在国家治理层面聚焦国内发展与安全的统筹。同时,这种新变化要求社会智库开展公共外交时应当把更多参与国家和全球层面议程设置作为主要工作模式。最后,为完成上述转变,文章提出五点有关增强智库公共外交能力建设的建议思考。

Different types of think tanks have their own research priorities.In the context that China's development has entered a new stage and its external environment is undergoing profound changes,Chinese social think tanks must adapt to the changes in the situation and tasks,and adjust their role positioning when conducting public diplomacy:First,focus on human development and security at the global level;second,focus on China's participation in global governance at the China and world level;third,focus on the integration of domestic development and security at the national governance level.At the same time,this new change requires Chinese social think tanks to engage more in national and global agenda-setting as the main mode of work when carrying out public diplomacy.Finally,in order to complete the above transformation,the article puts forward five reflections or recommendations on strengthening the public diplomacy capacity building of Chinese think tanks.
