肯尼迪政府公共外交中的危机公关

摘要 肯尼迪政府积极推行公共外交,对外主动开展文化心理战。针对突发性外交危机事件进行消防队性质和功能的危机公关,为美国当时的外交政策积极进行辩护,弱化其在国际上对美国造成的消极影响。肯尼迪政府外交事件危机公关活动以美国利益的最大化为出发点、落脚点和最高准则。虽说它有深厚的历史文化积淀和民意基础,但主要由于公共外交中文化心理战自身的悖论所在和言行不一,使得美国的预期目标和实际成效出现了一定错位。 The Kennedy administration actively promoted public diplomacy and carried out cultural and psychological warfare.In response to emergency diplomatic crises,they carried out crisis management like a fire brigade at work,effectively defending U.S.foreign policy and reducing negative impact on the United States internationally.The crisis management activities of the Kennedy administration took the maximization of American interests as its starting point,foothold as well as highest criterion.Though it had a profound historical and cultural basis and public opinion support,its expected goals and actual results were mixed,due to the paradox nature of the cultural psychological warfare in public diplomacy and the inconsistency between its words and deeds.
