On Trump Administration’s Public Diplomacy Towards Turkey

美国在土耳其有重要的经济、政治与战略目标。近年,美土关系陷入僵局,为改善美国在土耳其的民意基础、促进土耳其社会的民主化改革以及防范中俄在土耳其增加影响力,特朗普政府有组织、有计划地对土开展公共外交,具体表现为:重视对土耳其开展教育与文化交流;重视对土耳其援助惠民项目;利用多元化媒体手段向土耳其公民讲述美国故事,解释美国的对外政策以及污名化敌对国家。但特朗普政府对土公共外交存在三方面的制约因素,将影响其对土公共外交的实施成效。大选后,无论特朗普连任还是拜登当选,美国都会对土耳其采取不同的公共外交。

The United States has important economic,political and strategic goals in Turkey.In recent years,U.S.-Turkish relations have come to a deadlock.In order to improve the public opinion of the United States in Turkey,promote the democratic reform of Turkish society,and prevent China and Russia from increasing their influence in Turkey,the Trump administration has carried out public diplomacy in an organized and planned way.The specific manifestations are as follows:attaching importance to educational and cultural exchanges with Turkey;giving importance to aid projects for the benefit of the people of Turkey;and making more use of Turkey multimedia means to tell the stories of the United States to Turkish citizens,explain U.S.foreign policy and stigmatize hostile countries.However,there are three factors restricting the Trump administration’s public diplomacy effort,which will affect the implementation of its public diplomacy.After the election,whether Trump is re-elected or Biden is elected,the United States will adopt different public diplomacy towards Turkey.
