“海洋”全俄儿童中心:民间外交助力中俄世代友好

The Ocean All-Russia Children’s Care Center: Nongovernmental Diplomacy Helps Promote Ever-lasting China-Russia Friendship

民间外交因其灵活多元、亲和力强、群众参与度高等特点,成为激发民众之间友好交往的内生动力,可与官方外交长短互补、形成合力。高水平的中俄关系不仅仅依靠政府间的携手并进,也得益于两国人民间的友好交往。2008年中国汶川地震后,千余名灾区儿童应俄方邀请赴"海洋"全俄儿童中心疗养。2018年,已长大成人的灾区青年再次回访"海洋"全俄儿童中心。笔者作为亲历者之一,参与了这场中俄人民之间守望相助、患难与共的民间外交活动。

With flexibility,strong affinity and high participation of the public,nongovernmental diplomacy has become an inherent force of friendly exchanges between the peoples of different countries,and has formed a joined force with official diplomacy through complementarity.The high-quality development of China-Russia relations not only depends on cooperation between the two governments,but also friendly exchanges between the peoples of the two countries.After the disastrous earthquake took place in Wenchuan,China,in 2008,over 1,000 children in the disaster-stricken area were invited to recover at the Ocean All-Russia Children’s Care Center in Russia.In 2018,these children who have now grown up revisited the Ocean All-Russia Children’s Care Center.As one of the participants of the event,the author has taken part in the non-governmental diplomatic activities for helping each other and sharing weal and woe between the Chinese and Russian people.
