3S技术在西藏草原承包经营权确权试点工作中的应用分析

Application and Analysis of 3S Technology in the Pilot Work of Confirming the Right to Contract Management of Grasslands in Tibet

完善的工作方案与合适的技术方法是顺利开展草原确权工作的关键。本研究在总结草原确权工作的意义和各地草原确权进展、存在的问题及解决策略的基础上,阐述了西藏自治区自2018年末开展的7个试点县的草原确权工作方案,探讨了3S技术在西藏草原确权试点工作中的应用效果。基于3S技术建立的草原承包经营权数据库能够与不动产登记平台实现无缝对接。由相关专业人员组成的确权工作小组与利益相关者共同开展的草原确权工作模式值得推广。

A sound work plan and suitable technical methods are the key to successfully carry out the grassland rights confirmation work.Based on a brief introduction to the significance of grassland property rights confirmation work and the progress,existing problems,and solutions of grassland property rights confirmation work in various regions,this paper expounds the grassland property rights confirmation work plans of seven pilot counties in the Tibet Autonomous Region since the end of 2018,and discusses the characteristics of 3S technology and its application effects in the pilot work of grassland property rights confirmation in Tibet.The results show that the grassland contract management rights database established based on 3S technology products can seamlessly connect with the real estate registration platform.The beneficial conclusion is that the grassland rights confirmation work model jointly conducted by the rights confirmation working group composed of various relevant professionals and stakeholders is worth promoting.
