政府采购、高管团队环境关注与企业绿色技术创新

Government Procurement,Environmental Attention of Top Management Team and Corporate Green Technology Innovation

发挥政府采购政策功能,拉动微观企业绿色技术创新,对构建市场导向的绿色技术创新体系、推动经济绿色发展意义重大。本文以沪深A股上市公司为样本,使用中国政府采购网公布的政府采购合同数据,探讨政府采购对企业绿色技术创新的影响。实证结果表明,获得政府采购合同促进了企业绿色技术创新,且主要促进了发明型绿色技术创新。机制检验发现,政府采购可以通过提升高管团队环境关注度来促进企业绿色技术创新。进一步分析发现,政府采购对中部地区企业、无ISO14001认证企业的绿色技术创新促进作用更强。研究结果对政府进一步完善政府采购政策、企业借助政府采购实现绿色转型均具有借鉴意义。

Further developing the functions of government procurement policies and driving green technology innovation in micro enterprises is of great significance for building a market-oriented green technology innovation system and promoting green development.Taking A-share listed companies in Shanghai and Shenzhen as samples,this study explores the impact of government procurement on green technology innovation in enterprises using government procurement contract data published on the Chinese government procurement website.The empirical results show that obtaining government procurement contracts fosters green technology innovation in corporations,and mainly promotes innovative green technology innovation.The mechanism test reveals that government procurement can promote green technology innovation in enterprises by increasing the environmental awareness of top management team.Further analysis shows that government procurement has a stronger promoting effect on green technology innovation for enterprises in the central region and those without ISO 14001 certification.These research results have reference significance for the government to improve government procurement policies and for enterprises to achieve green transformation through government procurement.
