我国财政科技支出强度区域差异与动态演进

Regional Differences and Dynamic Evolution of China’s Fiscal Technology Expenditure Intensity

在创新驱动发展战略背景下,以我国31个省(市、自治区)(不含港澳台地区)为研究对象,分析我国财政科技支出强度区域差异与动态演进,构建相对差异指标与绝对差异指标对区域财政科技支出强度进行差异分析,并运用区位熵指数探讨财政科技支出强度的空间特征。研究表明:我国财政科技支出强度在不断增强,区域间财政科技支出强度差异明显;区域间差异不平稳并出现扩大的趋势;财政科技支出强度呈现由东往西递减的格局,东北地区处于衰减状态。应从合理配置区域财政科技支出,构建多元科技发展投资格局,提高财政使用效益等方面解决欠发达地区财政科技支出落后的问题。

In the context of the innovation-driven development strategy,this paper takes 31 provinces(municipalities and autonomous regions)in China as the research object to analyze the regional differences and dynamic evolution of China’s fiscal technology expenditure intensity.Construct relative difference index and absolute difference index to analyze the difference of regional fiscal technology expenditure intensity,and use location entropy index to explore the spatial characteristics of fiscal technology expenditure intensity.The research shows that the intensity of China’s fiscal technology expenditure is continuously increasing,and there are obvious differences in the fiscal technology expenditure intensity among regions;the difference among regions is unstable and shows an expanding trend;the fiscal technology expenditure intensity shows a pattern of decreasing from east to west,attenuation state in the northeast.The problem of backward fiscal technology expenditure in underdeveloped regions should be solved from the rational allocation of regional fiscal technology expenditure,constructing a diversified investment pattern for technological development,and improving the efficiency.
