极端冰雪天气下配电网弹性恢复力指标的构建及评估方法 被引量:30

摘要 极端冰雪灾害的频发导致配电网发生大规模停电事故,造成的经济损失巨大。为提高配电网应对自然灾害的能力,首先,根据弹性配电网的内涵,提出弹性恢复力评估指标,主要包括灾变严重性评价指标、紧急恢复能力评价指标和系统整体恢复能力评价指标;其次,从规划角度和运行角度提出配电网弹性恢复力提升措施,并采用所提弹性恢复力指标反映措施实施前后的效果;最后,通过某65节点实际配电网和PG&E69标准算例验证了所提弹性恢复力指标能合理评估配电网受灾后的运行状态,并有效评估了配电网弹性提升措施的应用效果。 The frequent occurrence of extreme ice and snow disasters can lead to blackout in distribution network and cause heavy loss in economy.In order to enhance the capability of distribution network to deal with natural disasters,firstly,the resilience restoration capability evaluation indices are proposed under the idea of resilient distribution network.The indices mainly include the catastrophe severity evaluation index,the emergency restoration capability evaluation index and the overall system restoration capability evaluation index.Secondly,from the perspective of planning and operation,the resilience enhancement measures are presented,and the proposed resilience restoration capability indices are adopted to reflect the effect before and after the promotion.Finally,the real 65-node distribution network and the modified PG&E69-node standard test system verify that the proposed resilience restoration capability indices can be adopted to reasonably evaluate the operation status of the distribution network after the disaster,and effectively evaluate the application effect of the enhancing measures.
