普通高校治理体系和治理能力现代化路径研究——基于党委领导下的校长负责制视角

Research on the Path of Modernization of Governance System and Governance Ability in Colleges and Universities——Based on Principal Accountability under the Leadership of the Party Committee

建设高质量教育体系离不开高校治理体系和治理能力现代化。国内公立高校治理体系和治理能力现代化研究必须以中国国情和政治制度为前提,党委领导下的校长负责制是国内公立高校的根本制度。从党委领导下的校长负责制视角,研究国内公立高校治理体系和治理能力现代化路径,对建设高质量教育体系有重大意义。党委领导下的校长负责制领导体制在不同高校不同程度地存在党政权力界定不清,制度活力不足,校院主体地位错位,治理效能不佳,整体贯彻执行阻滞,运行效率不高,决策程序不够民主,师生参与欠缺等主要问题。通过"抓好一支队伍"(着力加强领导干部队伍建设)、"建好一套制度"(加快建设现代大学制度体系)、"疏通一个堵点"(有效突出二级学院主体地位)、"用好一支力量"(切实发挥师生民主管理作用)四个关键路径,系统完善和优化党委领导下的校长负责制运行机制,能够有效推进高校治理体系和治理能力现代化。

The modernization of governance system and governance capacity in colleges and universities plays an important role in the construction of high-quality education system.The modernization of governance system and governance ability in domestic public universities must be based on China’s national conditions and political system.The principal accountability under the leadership of the party committee is the fundamental system of domestic public universities.From the perspective of the principal accountability under the leadership of the party committee,it is of great significance to study the modernization path of the governance system and governance capacity of domestic public universities for the construction of high-quality education system.The principal accountability under the leadership of the party committee has some problems in different colleges and universities,such as unclear definition of party and government power,lack of institutional vitality,dislocation of the dominant position of colleges and universities,poor governance efficiency,block of overall implementation,low efficiency,lack of democracy in decision-making process,and lack of participation of teachers and students.Through the four key paths of"grasping a team"(focusing on strengthening the construction of leading cadres)"building a set of systems"(accelerating the construction of modern university system)"dredging a plugging point"(effectively highlighting the dominant position of secondary colleges)"using a force"(giving full play to the democratic management role of teachers and students),systematically improving and optimizing the operation mechanism of principal accountability under the leadership of the party committee can effectively promote the modernization of governance system and governance ability in colleges and universities.
