智库特性、组织形式与涉农高校智库竞争力评价

Think Tank Characteristics,Organization Forms and Evaluation of Competitiveness of Agriculture-Related Universities′ Think Tanks

在国家实施乡村振兴战略背景下,对涉农高校智库竞争力进行客观评价,并探讨不同智库特性、组织形式智库的竞争力形成机理,对提高高校智库决策咨询能力,引导高校深入服务乡村振兴战略有着重要借鉴意义。采用36家涉农本科高校156个人文社科智库数据,应用因子分析和聚类分析测量智库竞争力水平,进一步采用非参数检验法探讨智库特性、组织形式对其竞争力的影响。实证结果表明,人力资源成为高校智库竞争力提升的关键因素,而且不同层次智库人才对智库竞争力的影响有差异;智库特性和组织方式对高校智库竞争力有显著影响;六成涉农高校智库竞争力得分低于平均水平。要提高涉农高校智库竞争力,促进涉农高校发挥资政建言作用,助力乡村振兴战略,必须以智库组织建设为重点,重视引进领军型人才,构建结构合理的科研团队,加强高校与政府部门联结,强化政府在涉农高校智库建设中的指导作用。

In the context of the strategy of rural vitalization,the paper objectively evaluated the competitiveness of think tanks in agriculture-related universities and examined the formation mechanism of think tank competitiveness under different characteristics and organizational forms of think tanks,contributing to enhance decision-making and consulting ability of think tanks and guide agricultural-related universities to deeply serve the rural revitalization strategy.Data from 156 think tanks of Humanities and Social Sciences sampled from 36 agriculture-related universities were subjected to Factor Analysis and Cluster Analysis.By applying non-parametric test,the paper investigated the influence of the characteristics and organizational forms of think tanks on the competitiveness of think tanks.Results revealed that human resource was the most significant factor affecting the comprehensive competitiveness of university think tanks.Various levels of talents exert different influences on competitiveness of think tanks;characteristics and organizational forms of think tanks have significant influence on the competitiveness of think tanks.To improve the competitiveness of think tanks in agricultural-related universities as well as to play an effective role in financial advisory and the strategy of rural revitalization,it is recommended that centering on organization and construction of think tanks;attaching importance to the introduction of leading talents;building a scientific research team with reasonable structure;strengthening links between universities and government departments,while enhancing the government′s guiding role in the process of think tank construction.
