Study on the Development Environment of Whole Process Engineering Consultation

全过程工程咨询是建筑业正在实施的组织模式变革的重要内容。在国家及行业部门的大力引导和推动下,全过程工程咨询市场快速发展并已初步形成。本文从宏观经济和建筑经济两个方面对全过程工程咨询发展的经济环境进行分析,发现其发展具有比较坚实的经济基础和产业基础;通过国家和地方两个层面对全过程工程咨询发展的政策环境进行分析,创新性地提出全过程工程咨询市场存在“硬约束”且服务模式具有一定弹性,以及政府投资项目带头作用明显、咨询服务内容和模式多样化、咨询服务费取费方法差异大、政策具有明显的导向性等政策环境的基本特征。该文旨在为全过程工程咨询发展形势的研判、相关政策的理解,以及工程咨询企业发展策略的制定提供指引和参考。

Absrtact:The whole process engineering consultation is an important part of the organizational model reform being implemented in the construction industry.Under the strong guidance and promotion of the state and industry departments,the whole process engineering consulting market has developed rapidly and has taken shape.This paper analyzes the economic environment of the whole process of engineering consulting development from two aspects of macro economy and construction economy,and finds that its development has a relatively solid economic and industrial foundation.Through the analysis of the policy environment for the development of the whole process of engineering consulting at the national and local levels,it is creatively proposed that there are"hard constraints"in the whole process of engineering consulting market and that the service model has a certain degree of flexibility,as well as the basic characteristics of the policy environment,such as the obvious leading role of government investment projects,the diversity of the content and model of consulting services,the great difference in the charging methods of consulting services,and the obvious guidance of policies.This paper aims to provide guidance and reference for the research and judgment of the development situation of the whole process engineering consulting,the understanding of relevant policies,and the formulation of the development strategy of engineering consulting enterprises.
