基于下浮率报价的大型群体工程总承包招标实践研究

Research on the Practice of EPC Bidding for Large-scale Group Projects Based on Downward Floating Rate Pricing

大型群体工程涉及工程类别多,项目构成多,建设组织管理复杂。按通常单项工程的勘察、设计、招标、施工等建设阶段进行组织实施,往往难以满足建设时限要求。本文在分析大型群体工程总承包招标面临制约因素的基础上,从建设单位角度出发,将某区域大型群体工程按照工程类别、专业性质划分了相应标段的项目群,采用限额下的下浮率竞争报价方式进行工程总承包招标,有助于快速推进大型群体工程启动建设。

The large-scale group projects involve many types of projects which are consisted of various singles,and the organization management of the construction is complicated.It is often difficult to meet the construction time limit when it is organized and implemented according to the survey,design,bidding,construction and other construction stages of the projects.In this paper,on the basis of analyzing the restriction factors that large-scale group projects general contract bidding faces,and from the perspective of the construction unit,the large-scale group projects in a certain area are divided into different group of corresponding bid sections according to its type and professional characteristics.The EPC bidding is carried out competitively by adopting the downward floating rate pricing method under quotas,and the start-up construction of large-scale group project has been promoted rapidly.
