“双碳”目标下数据中心项目成本风险因素识别与指标体系构建研究

Research on Cost Risk Factor Identification and Index System Construction of Data Center Project Under “Double Carbon” Goals

“碳达峰、碳中和”(双碳)目标的承诺,不仅为高耗能、高污染企业敲响了警钟,也对数据中心这类项目的建设和运营维护提出了新的要求。数据中心项目在节能减排方面的一些特殊属性日益受到关注和期望,而双碳目标必将引起项目成本的风险问题。在调研和访谈的基础上,结合学者研究成果,文章识别了双碳目标下的数据中心项目成本风险因素,并构建了相应的指标体系。

“Carbon peaking,carbon neutrality”(double carbon)goals commitment,not only for high energy consumption,high pollution enterprises sounded the alarm,but also put forward new requirements for the construction and operation of data center projects.Some special attributes of data center projects in terms of energy saving and emission reduction are increasingly concerned and expected,while the double carbon goals will inevitably cause the risk problem of project cost.On the basis of investigation and interview,combined with the research results of scholars,this paper identifies the cost risk factors of data center projects under the double carbon goals,and constructs the corresponding index system.
