在监督实践中发现,建设工程市场存在的问题、施工企业管理问题及从业人员的能力问题对建设工程安全质量影响非常大;建设行政主管部门在推进重大工程、重点项目的时候也遇到推进与监管的矛盾,甚至在推进的过程中产生一系列影响工程建设安全质量的问题。以这些问题为切入点,进行分析研究,提出改进监督机构的工作方法及对监督机构体制机制改革的一系列想法,为今后各级政府及建设行政主管部门的科学监管提供参考。

The author found in the supervision practice that the problems existing in the construction project market,the management problems of construction enterprises,and the ability of employees have a great impact on the safety and quality of construction projects.The construction administrative department has also encountered dilemmas when promoting major projects as well as supervising them.The contradiction with supervision has even caused a series of problems that affect the safety and quality of project construction during the progress.This article takes these issues as the breakthrough point by conducting analysis and research,and then puts forward a series of ideas for improving the working methods of the supervisory organization and the reform of the system and mechanism of the supervisory organization.The article provides a future reference for the scientific supervision in construction administrative departments.
