中国-太平洋岛国应对气候变化合作研究

Research on Cooperation Between China and Pacific Island Countries in Coping with Climate Change

太平洋岛国极易受到气候变化影响,正逐渐进入气候紧急状态。中国-太平洋岛国应对气候变化合作研究对于新时期南南合作与全球气候治理体系的建设具有重要意义。国际学界相关研究经历了缓慢发展阶段(1992~2003年)、平稳增长阶段(2004~2011年)和快速上升阶段(2012~2022年)。脆弱性和复原力评估、气候变化适应与治理、气候变化叙事与话语、社区生计与粮食安全、气候移民与社区安置是太平洋岛国应对气候变化研究的核心主题。国内学者应借鉴国际经验和方法,推动中国-太平洋岛国应对气候变化合作研究高质量发展。在基础研究方面,应开展以脆弱性和复原力为基础、以社区适应为主导的气候变化治理研究,聚焦太平洋岛国的气候话语与气候政治。在实证研究方面,重点关注应对气候变化决策中利益相关者的博弈,重视地方知识在气候变化适应中的作用,探索基于社区的气候变化适应机制。同时,还应构建气候变化信息和知识管理框架,促进中国-太平洋岛国应对气候变化的合作和精准国际援助。

The Pacific island countries(PICs)are the countries hardest hit by climate change and are gradually entering a state of climate emergency.Research on cooperation between China and the PICs in coping with climate change is of great significance to South-South cooperation and the construction of a global climate governance system in the new era.Relevant research is found to have experienced a slow development stage(1992-2003),a steady growth stage(2004-2011)and a rapid rise stage(2012-2022).Vulnerability and resilience assessment,climate change adaptation and governance,climate change narrative and discourse,community livelihoods and food security,climate migration and community resettlement are the core themes of climate change research in the PICs.Chinese scholars should draw on international experience and methods to promote research on Sino-PICs cooperation in response to climate change.So far as basic research is concerned,research on climate change governance should be based on vulnerability and resilience and oriented toward community adaptation,with focus on climate discourse and climate politics in the PICs.When it comes to empirical research,scholars can focus on the game of stakeholders in climate change decision-making,pay attention to the role of local knowledge in climate change adaptation,and explore community-based adaptation mechanisms.In the meantime,a climate change information and knowledge management framework should be established to promote China-PICs cooperation and targeted international assistance in addressing climate change.
