生态安全是国家安全体系的重要内容。大力加强国家生态安全法治建设,是深入推进生态文明建设的基本要求,是贯彻执行"总体国家安全观"这一时代命题的具体体现,是践行新时代全面依法治国新理念新思想新战略的具体要求。经过发展,国家生态安全法治建设塑造了绿色发展、生态优先和全球生态环境治理共同体等理念,构建了国际国内两大生态安全法律体系,建立了生态安全屏障体系、生态补偿机制和生态安全管理等制度体系,形成了较为完备的生态安全法治理论体系。这得益于始终坚持党的领导、走中国特色生态安全法治道路、坚持问题导向以及立足国情等。未来的完善路径则是系统推进中国特色生态安全法治体系建设,实现国家生态安全治理体系和治理能力现代化。

As an important part of the national security system,legal construction of ecological security is a concrete manifestation of the"overall outlook on national security",and a specific requirement of fulfilling the new ideas and new strategies of law-based governance in the new era.In the process of legal construction of ecological security,China has designed ideas such as"green development","ecological construction as a priority"and"a community for global ecological co-construction".Despite a relatively complete system of legal construction of ecological security,China should systematically advance the system with Chinese characteristics to modernize China’s governance system and upgrade its governance capabilities.
