拜登执政以来“印太战略”背景下的美日安全合作探析

Analysis of US-Japan Security Cooperation after the Biden Administration Released its Indo-Pacific Strategy

随着印太地区战略价值日益提升,美日两国均提出了本国的“印太战略”与政策主张。当前两国在印太地区已达成广泛战略共识,尤其在应对所谓“中国挑战”和维护“自由与开放”的印太秩序方面更是动作频频。总体而言,现阶段两国安全合作呈现出经济安全地位凸显、海洋安全合作频繁、利益交换色彩明显、指涉中国和成员扩容等特点。两国安全合作在一定程度上会强化美日联盟、恶化中国安全与发展环境、加剧印太地区安全形势的复杂性与不确定性。然而,受战略平衡风险、联盟困境与国内政治等因素影响,未来美日安全合作面临一定的困难和挑战。应对日益强化的美日安全合作,中国应保持战略定力,综合运用政治、经济、安全等手段,最大限度维护国家安全与发展利益。

The United States and Japan have both released their respective versions of“Indo-Pacific Strategy”and policies as the strategic value of the Indo-Pacific continues to grow.At present,the two countries have reached broad strategic consensus in the Indo-Pacific region,especially in confronting so-calleol China challenge and maintaining“a free and open”order in the Indo-Pacific.Generally speaking,the security cooperation between the two countries at this stage has seen prioritized economic security,frequent maritime security cooperation,obvious intention of exchanging interests,China-bashing and membership enlargement.To a certain extent,the US-Japan security cooperation will strengthen their alliance,worsen China’s security and development environment,and aggravate the complexity and uncertainty of the security situation in the Indo-Pacific region.Affected by factors such as the changing strategic balance,alliance dilemmas,and domestic politics,US-Japan security cooperation will still face certain difficulties and challenges in the future.In response to the enhanced US-Japan security cooperation,China should maintain strategic resolve and comprehensively use political,economic,and security means to maximize national security and development interests.
