国家安全认知的由来及其内涵研究

A Study on the Origin and Connotation of National Security Cognition

国家安全认知是国家安全基础理论的重要组成部分,与国家安全观和国家安全意识既有相同点也有重要区别,因而充分弥补了国家安全话语下的国家安全观和国家安全意识内涵的不足。国家安全认知是指国家安全主体对国家安全问题及其现象、规律所进行的思维活动,并形成对国家安全的认识和看法,其内涵主要表现在国家安全认知主体、国家安全认知对象和国家安全认知过程三个方面。本文对国家安全观、国家安全意识和国家安全认知概念的由来、发展进行了梳理阐释,对三者的相同之处和不同之处进行了辨析,对国家安全认识的内涵从感性认识到理性认识再到普遍规律性把握进行了论述,剖析了其蕴含的本质属性、时代属性,反映了其对于揭示国家安全问题及其与之相关联的现象和规律具有不可替代的作用。

As an important part of the basic theory of national security,national security cognition is both similar and very different to national security concept and national security consciousness,and thus fully making up for the shortcomings of the latter two under the national security discourse.National security cognition refers to the thinking activities of national security subjects on national security issues,their phenomena and laws,and the formation of knowledge and views on national security.The connotation of national security cognition is mainly expressed in subject,object and process.This paper elaborates the origin and development of such terms as national security concept,national security consciousness and national security cognition,examines the similarities and differences among them,discusses the connotation of national security cognition from perceptual cognition to rational cognition and then to universal laws,analyzes its defining feature under new circumstances,hence playing an irreplaceable role in revealing national security issues and their related phenomena and laws.
