An Analysis on the Security of China’s International Immigrants

进入新世纪,中国移民的存在日益成为一种全球现象,其安全保护成为中国政府的新责任。由于相关工作涉及中国公民、中国政府、东道国政府等多个主体,以及政治、经济、社会、文化等多方因素,中国政府除了需要尽早公布相关法律外,还应着力健全多主体参与的海外公民风险治理与安全保护机制,并积极培养国际性人才特别是国际组织和国际法律人才。

Since the new century,China’s overseas immigrant presence has become a global phenomenon,and China’s overseas immigrant protection has become a new obligation for the Chinese government.Apart from publishing related laws without any delay,Chinese government should put its efforts on improving the overseas citizen risks governance and safety protection mechanism participated by different actors,and actively cultivating internationalized talents,especially talents who is familiar with international organizations and international laws,because the protection of China’s overseas immigrant concerns many actors including Chinese citizens,Chinese government,as well as host countries,and many factors including politics,economy,society,as well as culture.
