Analysis on Status and Roles of National Security Objective System and Its Basis for Establishment and Conditions for Realization

国家安全目标在国家安全战略的制定、实施、调整与评估过程中发挥着牵引与规范作用,内在规定着国家安全战略在特定历史时期内的边界范畴与实践方式。确定国家安全战略目标要从国际、国家、国内三个层面入手,全面把握时代特征、地缘环境、国际形势、国家利益、国家实力、文化传统、发展阶段、制度性质等要素。实现国家安全战略目标,则要在充分研析上述因素基础上,着重在时空方位、战略能力、制度活力与正确领导四个关键条件上下功夫,夯实基础,纲举目张,务实推进目标从理论向实践的转化过程。

National security objectives play a leading and regulatory role in the formulation,implementation,adjustment and evaluation of national security strategy,and internally define the boundary category and practice mode of national security strategy in a specific historic period.To set national security strategic objectives,we must fully grasp the features of the Times,geographical environment,international situation,national interests,national strength,cultural tradition,stage of development,and the nature of the system on the international,national and domestic levels.To realize the national security strategic objectives,we should make efforts on four key conditions,namely the time and space orientation,strategic capability,institutional vitality and correct leadership on the basis of fully analyzing the above factors,so as to consolidate the foundation and promote the transformation from theory to practice.
