美国海岸警卫队运作模式探析及启示

海上执法力量是世界各国海洋战略的重要武力支撑,而美国海岸警卫队又是当今世界最为强大和成熟的海上执法力量。论文从力量部署、职能任务、人员构成和武器装备等四个方面,对当前美国海岸警卫队的运作模式及其特点进行全方位的深入的分析,并依此对我国目前尚处于职能和体制编制调整期的中国海警力量,提出了长远规划的应对策略。

The maritime law enforcement force is an important force support for the marine strategies of all countries in the world,and the US Coast Guard is the most powerful and mature maritime law enforcement force in the world.This paper analyzes the operation mode and characteristics of the U.S.Coast Guard from four aspects,such as force deployment,functional tasks,personnel composition,weapons and equipment,and then puts forward long-term planning and strategies for the Chinese coast guard force,which is still in the adjustment period of functions and system establishment.
