英国伊斯兰极端主义的成因和去极端化政策分析

摘要 英国是欧洲国家中受到伊斯兰极端主义威胁最为严重的国家之一,也是欧洲国家中最早制定打击伊斯兰极端主义战略的国家.英国打击伊斯兰极端主义的“预防战略”分为三个不同的实施阶段,是欧洲国家中唯一经过内部再评估和修订的战略,对于指导英国政府制定打击伊斯兰极端主义的具体措施意义重大.同时,英国政府还通过不断完善英国国内的反恐立法、加强与穆斯林群体对话、帮助穆斯林群体提高社会经济地位、为穆斯林提供朝觐服务四种方式加强去极端化.在打击国际伊斯兰极端主义势力方面,英国政府的打击重点主要是“基地”组织和“伊斯兰国”,但效果并不十分明显.目前来看,伊斯兰极端主义对英国国家安全构成的威胁依然不可低估.
