北京市海淀区城市双修总体规划中的城市公共空间提升

Promotion of Urban Public Space in the Master Plan of City Betterment and Ecological Restoration in Haidian District of Beijing

城市公共空间是满足市民日常交流、休闲游憩的重要场所,是城市中最易识别、最具活力的组成部分.结合北京市海淀区城市双修总体规划编制工作,以北京市海淀区为例,对城市公共空间提升的思路、框架、策略与实施进行阐述.北京市海淀区城市公共空间提升在城市减量发展的背景下,以"增绿色、增内涵、增活力、增幸福"为指导思想,制定"连通城市绿廊,建网络;改善街道空间,提品质;增补改造公园,补短板;激活文化空间,增内涵"的提升策略.在空间上,统筹安排城市绿廊、街道、公园和广场,建立功能完善、服务均衡、联系紧密的城市公共空间网络,提供更为丰富多样的公共活动场所.在实施中,对应海淀区与辖区街镇两级实施主体,筹划重点项目,对接街镇工作,将城市公共空间的提升策略进一步向可实施、可落实的行动路径与实施项目进行转化,强化规划对于实施的指导性.

Urban public space is an important place for citizens'daily communication and recreation,and it is the most easily identified and most dynamic part of the city.This paper expounds the ideas,framework,strategies and implementation ofurban public space promotion.With the guiding ideology of"increasing the green,increasing connotation,increasing vitality and increasing happiness",the promotion strategy of"connecting urban green corridor,improving street space,adding and transforming parks,and activating cultural space"is formulated.In terms of space,urban greenways,streets,parks and squares should be arranged as a whole,and a network of urban public space with perfect functions,balanced services and close ties should be established to provide more abundant and diverse public places for activities.In the implementation,it is proposed to transform the promotion strategy of urban public space into implementable action paths and implementation projects,and strengthen the guidance of planning for implementation.
